01 - What We Supply

Dental Syringes Available for Mexico Distribution

Six dental syringe lines, all CE marked under EU MDR 2017/745 and manufactured under ISO 13485:2016. Every line is available in American thread 2.2ml and EU thread 1.8ml, GERATI branded or private label, with Spanish labelling as standard.

A note on thread standard. Mexican clinics predominantly use American thread cartridges, so our AM 2.2ml configuration is the default quote for Mexico rather than the EU 1.8ml we lead with in Gulf and European markets. Confirm which your customers use before the first order, particularly if you supply border clinics treating US patients.
Standard Aspirating Syringe
Breech-loading with harpoon aspiration. Grade 410 stainless steel or brass and chrome. Standard and petite sizes. The core line for high-throughput clinics and the highest volume seller into Mexico.
Non-Aspirating Syringe
T-bar handle, no harpoon, for maxillary infiltrations. The volume line for dental school and public clinic supply where instrument counts are high and budgets are fixed.
Safety Aspirating Syringe
Needle shielding mechanism. Relevant to private hospital groups and larger clinic chains operating documented sharps safety policies, and to institutional tender specifications.
Self-Aspirating Syringe
Passive diaphragm aspiration, EN ISO 9997:2020 Type 2b, stainless steel. Demand concentrated in Mexico City, Guadalajara and Monterrey specialist practices prioritising ergonomics.
Intraligamentary Syringe
Pistol-grip, 0.2ml per activation, stainless steel with PTFE sleeve. A specialist line for periodontology and oral surgery. Lower volume, higher margin.
OEM and Private Label
Your brand laser engraved on the barrel, Spanish packaging carrying your Mexico Registration Holder details, and CE documentation structured to sit inside your own COFEPRIS dossier.

Samples are available before any commercial commitment. Because Mexican registration takes longer than most markets, we recommend evaluating the instrument early, well before you commit to the dossier work.

02 - Commercial Terms

Pricing, Shipping and Landed Cost into Mexico

What You Need to KnowGERATI Position
Pricing Factory-direct from Sialkot with no intermediary margin. Instruments made to AISI-grade stainless steel specification run 30 to 60 percent below equivalent European-manufactured instruments carrying the same CE certification. Tiered by annual volume and confirmed at quotation.
Import tariff position Mexico introduced import tariffs in January 2026 on medical device products from countries without a Mexican free trade agreement. Pakistan is a non-FTA origin, so this applies to our goods. We quote openly on this rather than leaving you to find it at the customs broker. See the note below.
Minimum order Flexible and set at quotation stage. We accept small trial quantities so you can assess quality and documentation before committing. Given the registration investment Mexico requires, most partners start small and scale after the registro sanitario is granted.
Production lead time 3 to 5 weeks from confirmed purchase order and deposit on existing specifications. Spanish artwork adds time to the first run only, not to repeat orders.
Air freight DHL or FedEx from Sialkot to Mexico City, Guadalajara or Tijuana in roughly 7 to 10 working days. The right choice for samples, first orders, and urgent restocks.
Sea freight Karachi to Manzanillo or Veracruz is a long lane, commonly 30 to 45 days depending on routing and transhipment. Only worth it on large, well-forecast orders. Plan stock accordingly.
Labelling Spanish labelling, packaging, and Instructions for Use produced as part of the run, carrying your Mexico Registration Holder name and address as NOM-137 requires.
Response time 2 working days on any qualified enquiry. Complaints investigated and answered within 10 working days under our ISO 13485:2016 corrective action procedure.
We would rather tell you about the tariff now than at the border. Goods from USMCA origins enter Mexico on preferential terms. Pakistani-origin goods do not, and the January 2026 tariff change applies to them. This narrows, but does not close, the gap against European instruments, which are also non-FTA origin, and it does not affect the comparison against other Asian suppliers shipping on the same basis. Ask us for a landed-cost worked example against your current supplier before you commit to registration, and we will build it with your customs broker's duty rate rather than a guess.

Documentation supplied

Every commercial shipment carries the CE Declaration of Conformity, EN ISO 17664-1 reprocessing Instructions for Use, commercial invoice, and packing list. Available on request for the COFEPRIS dossier: ISO 13485:2016 certificate, product specification sheet and engineering drawings, ISO 14971 risk analysis, biocompatibility and performance test data, steel mill material certificates, Certificate of Incorporation, and a Free Sale Certificate prepared for legalisation.

Ask for the documentation pack before you appoint your registration holder, not after. Mexico is the most documentation-heavy market in our export range, and legalisation of foreign documents adds weeks on its own. We assemble the full manufacturer-side pack and release it at partnership stage rather than waiting for a purchase order. Email sales@gerati.com with your company name and we will send it within 2 working days.

03 - Who We Supply

Which Mexican Buyers GERATI Supplies

GERATI does not supply individual dental practices. We supply B2B buyers in commercial quantities, and Mexico divides into two types whose economics could hardly be more different.

Private and Dental Tourism Distributors

Distributors serving private clinic chains, and the high-throughput border and resort clinics treating US and Canadian patients in Tijuana, Los Algodones, Juarez and Cancun.

Very high procedure volume per chair drives fast instrument turnover
Cost per instrument matters intensely because the clinic competes on price
American thread 2.2ml is the working standard
Strong fit for private label and repeat forecastable ordering
Institutional Tender Suppliers

Companies bidding into IMSS and ISSSTE consolidated public purchasing, state health services, and private hospital group contracts.

Very large committed volumes on consolidated award cycles
Registro sanitario must be granted before bidding, not during
Price is scored heavily, which is where factory-direct sourcing wins
Documentation must survive a formal evaluation committee
The dental tourism corridor is the reason Mexico is worth the registration effort. Border and resort clinics run procedure volumes per chair that few markets match, because they are serving patients who crossed a border specifically for treatment and want it completed in days rather than months. That means instrument turnover is fast, replacement cycles are short, and the clinic is under constant price pressure from its own advertised rates. A CE certified aspirating syringe at 30 to 60 percent below the European equivalent is a straightforward argument in that setting. Tell us if this is your customer base and we will quote for turnover rather than for shelf life.
04 - Market Context

The Mexican Dental and Medical Device Market

Mexico is the second-largest medical device market in Latin America, with the overall device market projected to reach around USD 9.72 billion by 2028, supported by a population above 130 million, an expanding public health system through IMSS and ISSSTE, and a substantial private hospital and clinic sector.

Two features shape how instruments actually get bought. The first is the cross-border dental tourism corridor, concentrated in Tijuana, Los Algodones, Ciudad Juarez and Cancun, which generates procedure volumes far above what the local population alone would support. The second is that Mexico is itself a significant medical device manufacturing hub, particularly around Tijuana, Jalisco and the Bajio region. That matters to you as a distributor: you are competing partly against domestic production, which is why the instrument quality argument has to be backed by certification rather than asserted.

05 - Regulatory

COFEPRIS Registration for Dental Syringes in Brief

You do not need to read this section to start a conversation with us. It is here because Mexico is the most demanding market in our export range, and being realistic about that up front is more useful than optimism. Your Mexico Registration Holder will handle the detail.

Medical devices in Mexico need a registro sanitario from COFEPRIS before they can be sold. Devices are classified in three tiers rather than four, and syringes sit in Class II, defined as well known in medical practice and potentially entering the body for less than 30 days. A foreign manufacturer cannot register directly. You register through a Mexico Registration Holder, a Mexican legal entity appointed by apostilled power of attorney, and the registration is held in their name.

The honest position on CE marking in Mexico, which most supplier pages get wrong. COFEPRIS operates a fast-track Equivalence Agreements route with a 30 business day target, but it recognises only US FDA, Health Canada and Japan PMDA authorisations. CE marking does not qualify a device for that fast track. What CE marking does do in Mexico is serve as accepted technical evidence within the Standard Route and as GMP evidence in either route, alongside ISO 13485:2016, which satisfies the NOM-241 good manufacturing practice requirement through an established equivalency. COFEPRIS has separately broadened its Vía Regulatoria Abreviada reliance framework, and whether a CE marked device qualifies under it should be assessed against the current guidance with your registration holder rather than assumed.

The practical consequence is that a CE-only device such as ours typically goes through the Standard Route. That has taken around 12 months in practice, though using an accredited third-party reviewer, a Tercero Autorizado, commonly brings it to 3 to 6 months for an additional cost. Plan the timeline before you plan the launch.

The three organisations you will deal with

COFEPRIS
Federal Commission for Protection against Sanitary Risks
The federal regulator within the Secretaria de Salud. Grants the registro sanitario, verifies GMP compliance, controls medical device import and export, and runs post-market surveillance and inspections.
Tercero Autorizado
Accredited third-party reviewer
An accredited body that pre-reviews a dossier and issues a technical opinion before COFEPRIS filing. Optional, adds cost, and commonly cuts standard-route review from around 12 months to 3 to 6.
IMSS and ISSSTE
Public health institutions
The two largest public healthcare systems, running consolidated purchasing that represents the bulk of institutional device volume. A granted registro sanitario is a prerequisite for participating.
What GERATI supplies toward the dossier. Free Sale Certificate prepared for legalisation, ISO 13485:2016 certificate satisfying the NOM-241 GMP equivalency, CE Declaration of Conformity, device identification and technical specifications, ISO 14971 risk analysis, biocompatibility and performance data, Certificate of Incorporation, and Spanish labelling and IFU drafted to NOM-137. Your registration holder supplies the Mexican administrative documentation and files the application.

Fees, timelines, labelling rules, and post-market technovigilance obligations are covered in the FAQs below.

06 - FAQs

Frequently Asked Questions

What is the minimum order quantity for dental syringes supplied to Mexico?+
Minimum order quantities are flexible and confirmed at quotation stage based on specification, thread standard, and volume. We accept small trial quantities so you can assess quality and documentation before committing. Because Mexican registration is a longer and more expensive commitment than most markets, we would rather you evaluate the instrument thoroughly before the dossier work begins than discover a fit problem afterwards. Send your specification and estimated annual volume to sales@gerati.com and we will confirm the applicable MOQ and pricing within 2 working days.
Do Mexican import tariffs affect GERATI pricing?+
Yes, and we would rather say so plainly. Mexico introduced import tariffs in January 2026 on medical device products originating in countries without a Mexican free trade agreement. Goods from USMCA member countries are not affected, but Pakistan is a non-FTA origin, so our goods fall within scope. Two things are worth keeping in perspective. European-manufactured instruments are also non-FTA origin, so the tariff does not change the relative comparison against the European instruments we are usually benchmarked against, and it does not change the comparison against other Asian suppliers shipping on the same basis. Ask us for a landed-cost worked example built with your customs broker's actual duty classification before you commit to registration, rather than relying on any general figure.
Does GERATI's CE marking qualify for the COFEPRIS fast-track pathway?+
No, and be cautious of any supplier who tells you otherwise. COFEPRIS operates an Equivalence Agreements route targeting review within 30 business days, but eligibility is limited to devices holding a US FDA authorisation, a Health Canada Medical Device Licence, or Japan PMDA approval. CE marking alone does not open that route. What CE marking does provide is accepted technical evidence within the Standard Route, and our ISO 13485:2016 certification satisfies the NOM-241 good manufacturing practice requirement through an established equivalency, which removes a separate GMP inspection burden. COFEPRIS has also broadened its abbreviated reliance framework beyond the three equivalence jurisdictions, so it is worth asking your registration holder to assess current eligibility against the latest guidance rather than assuming either way.
How long does COFEPRIS registration take and what does it cost?+
Statutory review for Class II, where syringes sit, is 30 to 60 business days, but actual standard-route practice has commonly run to around 12 months because of review backlogs. Using an accredited third-party reviewer, a Tercero Autorizado, typically brings that to 3 to 6 months for an additional fee. On cost, published guidance puts the COFEPRIS government fee for a new Class II registration at roughly MXN 24,198, with renewal lower, and realistic all-in first-year costs including registration holder fees, consulting, translation, legalisation and government fees are commonly quoted in the several thousand dollar range for a Class II device on the standard route. Registrations are valid for 5 years initially, and since the January 2026 reform of Article 376 of the General Health Law, subsequent renewals can run up to 10 years. Confirm all current figures with your registration holder.
Do I need a Mexico Registration Holder, and should it be my distributor?+
A Mexico Registration Holder is a legal prerequisite, not an option. A foreign manufacturer cannot hold a registro sanitario directly. The MRH is a Mexican legal entity appointed by apostilled power of attorney that files and holds the registration, coordinates import permits, is the point of contact for COFEPRIS, and manages technovigilance under NOM-240. On whether it should be your distributor, there is a real trade-off worth thinking about early. If your distributor holds the registration and the commercial relationship later ends, transferring the registration requires their written consent and can take months. Many manufacturers appoint an independent regulatory firm as MRH specifically to keep the regulatory and commercial relationships separate. We are comfortable either way, but decide deliberately rather than by default.
Does GERATI provide Spanish labelling and Instructions for Use?+
Yes. Spanish labelling and IFU are mandatory in Mexico under NOM-137, which specifies required label elements including device name, intended use, contraindications and warnings, manufacturer name and address, the registration holder name and address in Mexico, storage conditions, lot identification, and country of manufacture. Inaccurate or incomplete Spanish labelling is one of the most common causes of COFEPRIS delay. GERATI produces Spanish labelling, packaging and reprocessing Instructions for Use as part of the production run, with your registration holder details incorporated. Note that NOM-137 was revised recently, so confirm with your registration holder which version applies to your submission before the print run.
Which thread standard do Mexican clinics use?+
Mexican clinics predominantly use American thread 2.2ml cartridges rather than the EU thread 1.8ml standard common in Europe and the Gulf, and this is particularly true in the border clinics treating US and Canadian patients, where the cartridge supply chain follows North American practice. We quote AM thread as the default for Mexico. Both standards are available across our range, and each thread and size combination has its own product code and Declaration of Conformity reference, so specify the standard in your first enquiry. Getting this wrong is an expensive mistake to discover after a registration dossier has been filed against a specific product code.
Does GERATI offer OEM or private label dental syringes for Mexican distributors?+
Yes. We offer laser engraving of your brand on the syringe barrel, Spanish packaging carrying your Mexico Registration Holder details, and CE documentation structured to sit inside your own COFEPRIS dossier. Private label suits the Mexican market well because clinic groups and dental tourism operators often prefer a consistent house brand across their instrument set. One point matters more in Mexico than elsewhere: whether GERATI or your company is named as manufacturer changes who the registro sanitario is built around and therefore who controls it, so decide the structure before artwork and before the dossier. Full detail is on our OEM guide at gerati.com/dental-syringes/oem-private-label/.
Is buying dental syringes from a Pakistani manufacturer reliable?+
Sialkot is one of the world's three primary surgical instrument manufacturing centres alongside Tuttlingen in Germany and Sheffield in the United Kingdom. GERATI operates under ISO 13485:2016, audited annually by an accredited third-party certification body, and carries CE marking under EU MDR 2017/745. This matters more in Mexico than in some markets, because Mexico has a substantial domestic device manufacturing sector around Tijuana, Jalisco and the Bajio, so a distributor bringing in imported instruments needs the certification argument to be solid rather than asserted. Instrument quality is determined by the quality management system, not by geography, and our ISO 13485:2016 certification is what satisfies the NOM-241 GMP requirement in your own dossier. GERATI has supplied dental and surgical instruments to distributors and hospital procurement teams in more than 65 countries, operating since 1972 under the PHF Group.
