01 - What We Supply

Dental Syringes Available for Saudi Arabia Distribution

Six dental syringe lines, all CE marked under EU MDR 2017/745 and manufactured under ISO 13485:2016. Every line is available in EU thread 1.8ml and American thread 2.2ml, GERATI branded or private label.

Standard Aspirating Syringe
Breech-loading with harpoon aspiration. Grade 410 stainless steel or brass and chrome. Standard and petite sizes. Our highest-volume line into Saudi Arabia and the one most distributors start with.
Non-Aspirating Syringe
T-bar handle, no harpoon, for maxillary infiltrations. Commonly specified in Saudi dental college and teaching hospital contracts where instrument counts run high and budgets are tight.
Safety Aspirating Syringe
Needle shielding mechanism. Bought by hospital dental departments and larger private groups operating written sharps safety policies. Frequently named in institutional tender specifications.
Self-Aspirating Syringe
Passive diaphragm aspiration, EN ISO 9997:2020 Type 2b, stainless steel, EU thread 1.8ml. Demand concentrated in Riyadh specialist practices and private clinic groups.
Intraligamentary Syringe
Pistol-grip, 0.2ml per activation, stainless steel with PTFE sleeve. A specialist line for periodontology and oral surgery departments. Lower volume, higher margin.
OEM and Private Label
Your brand laser engraved on the barrel, bilingual Arabic and English packaging, and CE documentation structured to sit inside your own SFDA dossier. Full detail on our OEM guide.

Samples are available before any commercial commitment. Most Saudi distributors start with one or two lines, assess the instrument and the paperwork, then widen the range once the first registration is through.

02 - Commercial Terms

Pricing, Lead Times and Shipping to Saudi Arabia

What You Need to KnowGERATI Position
Pricing Factory-direct from Sialkot with no intermediary margin. Instruments made to AISI-grade stainless steel specification run 30 to 60 percent below equivalent European-manufactured instruments carrying the same CE certification. Tiered by annual volume and confirmed at quotation.
Minimum order Flexible and set at quotation stage. We accept small trial quantities from new Saudi distributors so you can assess quality and documentation before committing. Commercial tiers apply once volume is established.
Production lead time 3 to 5 weeks from confirmed purchase order and deposit on existing specifications. Bilingual Saudi artwork adds time to the first run only, not to repeat orders.
Air freight DHL or FedEx from Sialkot to Riyadh, Jeddah, or Dammam in 4 to 6 working days. The right choice for samples and first orders.
Sea freight Karachi to Jeddah Islamic Port or King Abdulaziz Port, Dammam, in 10 to 16 days at substantially lower freight cost per unit. Worth planning for once stock rotation is predictable.
Labelling Arabic and English labelling, packaging, and Instructions for Use produced as part of the run. Saudi law requires both languages, so this is standard rather than an extra.
Response time 2 working days on any qualified enquiry. Complaints investigated and answered within 10 working days under our ISO 13485:2016 corrective action procedure.

Documentation supplied

Every commercial shipment carries the CE Declaration of Conformity, EN ISO 17664-1 reprocessing Instructions for Use, commercial invoice, and packing list. Available on request: ISO 13485:2016 certificate, product specification sheet and engineering drawings, steel mill material certificates per batch, Certificate of Origin from the Sialkot Chamber of Commerce and Industry, and a Free Sale Certificate prepared for Saudi embassy attestation.

Ask for the documentation pack early. Saudi registration takes time, and the paperwork is what holds it up. We assemble everything a Saudi distributor needs for an SFDA application as a single pack and release it at partnership stage rather than waiting for a purchase order. Email sales@gerati.com with your company name and we will send it within 2 working days.

03 - Who We Supply

Which Saudi Buyers GERATI Supplies

GERATI does not supply individual dental practices. We supply B2B buyers in commercial quantities, and the Saudi market divides into two types with genuinely different purchasing logic.

Private Sector Distributors

Riyadh, Jeddah, or Dammam companies holding an SFDA establishment licence, supplying private clinic groups, dental colleges, and private hospitals.

Regular, forecastable order rhythm at moderate volume
Often act as Authorized Representative for their supplier brands
Value exclusivity, so a strong fit for private label
NUPCO Tender Suppliers

Companies prequalified with NUPCO, the government's centralised buyer, bidding into framework tenders covering the public hospital and primary care network.

Large committed volumes on multi-year framework awards
Short tender windows, so documentation must already be in hand
Local content and technology transfer commitments increasingly favoured
If you bid into NUPCO tenders, start early. NUPCO prequalification requires SFDA product registration to already be complete, and registration takes 60 to 90 business days for a straightforward class. A distributor who waits for a tender announcement before starting has already missed that round. This is why we release documentation at partnership stage rather than at order stage.
On Vision 2030 localisation: NUPCO increasingly favours locally manufactured product or technology transfer commitments. If you have in-Kingdom assembly, packaging, or sterilisation capability, GERATI can supply components and semi-finished instruments for local finishing instead of finished goods. Raise it at enquiry stage if localisation scoring affects your tender position.
04 - Market Context

The Saudi Dental Market in Numbers

Saudi Arabia is the largest healthcare market in the Gulf, and it behaves differently from the UAE. Where the UAE is a re-export hub serving the whole region, Saudi Arabia is a domestic consumption market with a very large government buyer at the centre of it. Volumes are bigger, and the regulatory entry cost is higher.

Commercially the Kingdom splits into three centres. Riyadh is the procurement capital, holding government purchasing headquarters, the largest tertiary hospitals, and the highest density of private clinic groups. Jeddah is the western import gateway through Jeddah Islamic Port, serving the Makkah region. Dammam and the Eastern Province serve the industrial corridor and connect overland into Bahrain and Qatar. A distributor covering all three needs stock depth, which is why Saudi orders tend to run larger than UAE orders on the same line.

05 - Regulatory

SFDA Registration for Dental Syringes in Brief

You do not need to read this section to start a conversation with us. It is here because Saudi registration catches people out, and knowing the shape of it early saves months. Your Authorized Representative will handle the detail.

Saudi Arabia has one national device regulator, the Saudi Food and Drug Authority, which is simpler than the UAE where three authorities each run their own registration. But the SFDA process needs two separate licences, and confusing them is the most common and most expensive mistake.

LicenceWhat It CoversWho Holds It
MDMA
Marketing Authorization
The product. One per device or device family. Without it, no warehouse, hospital, or pharmacy in the Kingdom may legally store or sell the device. Applied for by your Authorized Representative, using documentation GERATI supplies
MDEL
Establishment Licence
The company. Covers the importer, distributor, or warehouse as a legal establishment dealing in medical devices. Held by the Saudi importer or distributor in their own name

The practical point: an establishment licence alone does not let you import. The syringes themselves need their own authorisation, and that depends on manufacturer documentation only GERATI can provide.

The three organisations you will deal with

SFDA
Saudi Food and Drug Authority
The national regulator. Issues both product authorisations and establishment licences, submitted electronically through the SFDA registration system. Accepts approval in a recognised reference jurisdiction, including CE marking, as core evidence.
NUPCO
National Unified Procurement Company
Government-owned centralised buyer for public healthcare, running framework tenders across hundreds of hospitals. Foreign companies register with NUPCO in addition to SFDA, and only prequalified companies are invited to bid.
MOH Health Clusters
Ministry of Health
Operates the public hospital network through regional clusters. Clinical specification and formulary decisions increasingly sit at cluster level, while the purchasing transaction runs through NUPCO.
Where GERATI's CE marking helps you. A core SFDA requirement is evidence the device is already approved in a recognised reference jurisdiction. Our CE marking under EU MDR 2017/745, Certificate EC/4802/20, satisfies that directly. With a current ISO 13485:2016 certificate alongside it, the two heaviest items in the technical file are covered. The SFDA rejects superseded ISO versions, so the 2016 edition specifically matters.
One thing to plan for early. Your Authorized Representative's name, address, and contact details must be printed on the labelling, packaging, and Instructions for Use. That means Saudi artwork is market-specific and cannot be finalised until the AR is appointed. Tell us at quotation stage so the production run is planned around it rather than reworked afterwards.

Fees, timelines, device classification, and the full document checklist are covered in the FAQs below.

06 - FAQs

Frequently Asked Questions

What is the minimum order quantity for dental syringes supplied to Saudi Arabia?+
Minimum order quantities are flexible and confirmed at quotation stage based on specification and volume. For trial orders from new Saudi distributors evaluating our instruments, we accept smaller quantities so you can assess quality and documentation before committing to a full commercial order. Once volume is established, commercial pricing tiers apply. Send your specification and estimated annual volume to sales@gerati.com and we will confirm the applicable MOQ and pricing within 2 working days.
How long does shipping take from GERATI to Riyadh or Jeddah?+
Air freight via DHL or FedEx from Sialkot to Riyadh, Jeddah, or Dammam takes 4 to 6 working days, which is the right choice for samples and first orders. Sea freight from Karachi to Jeddah Islamic Port or King Abdulaziz Port in Dammam takes 10 to 16 days at substantially lower freight cost per unit, worth planning for once stock rotation is predictable. Production lead time is 3 to 5 weeks from confirmed purchase order and deposit. Customs clearance requires the importer to hold a valid establishment licence and the product to hold a valid marketing authorization, so confirm both are in place before the first commercial shipment departs.
Does GERATI offer OEM or private label dental syringes for Saudi distributors?+
Yes. We offer laser engraving of your brand on the syringe barrel, bilingual Arabic and English packaging with Authorized Representative details incorporated, and CE documentation structured to sit inside your own SFDA dossier. For Saudi distributors building a dental instrument brand, private label lets you supply clinic groups, dental colleges, and hospitals under your own name with CE certified instruments as the manufacturing base. Whether GERATI or your company is named as manufacturer on the label materially changes how the registration dossier is built and who carries which obligation, so decide the structure before artwork rather than after. Full detail is on our OEM guide at gerati.com/dental-syringes/oem-private-label/.
Does GERATI provide Arabic labelling and Instructions for Use?+
Yes, and it is mandatory rather than optional in Saudi Arabia. The SFDA requires device labels and user manuals in Arabic and English, and inaccurate translation is a specifically named cause of registration rejection. GERATI produces bilingual labelling, packaging, and reprocessing Instructions for Use as part of the production run rather than as an afterthought applied later, with the Authorized Representative's details incorporated into the artwork at the same time. Confirm the Arabic text with your Authorized Representative before the print run, since they carry legal responsibility for it in the Saudi market.
Does GERATI's CE marking satisfy SFDA registration requirements?+
CE marking satisfies one of the central requirements but is not registration by itself. A core condition of a Medical Device Marketing Authorization is evidence that the device is already approved in a recognised reference jurisdiction, and our CE marking under EU MDR 2017/745, Certificate EC/4802/20 valid June 2026 to June 2027, meets that condition directly. The application still needs a current ISO 13485:2016 certificate, a device technical report with specifications and engineering drawings, Arabic and English labels and Instructions for Use, a Free Sale Certificate attested by the Saudi embassy, and a properly attested Authorized Representative agreement. GERATI supplies every manufacturer-side document on that list.
Do I need a Saudi Authorized Representative, and what does it cost?+
A foreign manufacturer without a legal entity in Saudi Arabia must appoint an Authorized Representative resident in the Kingdom and licensed by the SFDA. Published guidance puts the AR licence at SAR 2,600 per year, available for terms of one to ten years. The AR is legally responsible for the device in the Saudi market: they submit the application, act as the SFDA's point of contact, and handle post-market obligations including adverse event reporting. In most GERATI relationships the Saudi distributor takes the AR role themselves, since they are already licensed and already handling the product. Remember that the AR's details must appear on labelling, packaging, and Instructions for Use, so artwork cannot be finalised until the appointment is made.
How much does SFDA registration cost and how long does it take?+
Published SFDA fee guidance sets registration at SAR 15,000 for the lowest risk tier, SAR 19,000 for the medium tier where most reusable dental instruments sit, SAR 21,000 for high risk, and SAR 23,000 for the highest, all excluding 15 percent VAT. Renewal is SAR 5,000, a minor label or IFU update is SAR 1,100, and a formal product classification request is SAR 1,000. Timelines for lower-risk classes are commonly quoted at 60 to 90 business days from a complete file. Two cautions. The SFDA rejects incomplete or misclassified files without refunding fees already paid, so getting the file right first time is the whole game, and the SAR 1,000 classification request is cheap insurance if the tier is genuinely unclear. Published sources also currently differ on how long an authorization stays valid, citing both three years and five years depending on class. Confirm current fees and validity with your Authorized Representative rather than relying on any published summary, including this page.
Can GERATI supply dental syringes for NUPCO government tenders?+
We supply the product and the documentation. The bid itself must be submitted by a Saudi company prequalified with NUPCO, because NUPCO invites bids only from prequalified suppliers, and foreign companies must register with NUPCO in addition to registering products with the SFDA. The practical difficulty is sequencing: prequalification depends on SFDA registration already being complete, registration takes 60 to 90 business days, and tender windows are short and announced with little notice. A distributor who begins registration after a tender is announced has already missed that round. We address this by releasing the complete documentation pack at partnership stage rather than at purchase order stage, so you can register ahead of the tender calendar. Framework awards are multi-year with large committed volumes, which makes the preparation worth doing properly.
Is buying dental syringes from a Pakistani manufacturer reliable?+
Sialkot is one of the world's three primary surgical instrument manufacturing centres alongside Tuttlingen in Germany and Sheffield in the United Kingdom, and Saudi distributors have sourced dental and surgical instruments from Sialkot for decades. GERATI operates under ISO 13485:2016, audited annually by an accredited third-party certification body, and carries CE marking under EU MDR 2017/745. Instrument quality is determined by the quality management system, not by geography, which is precisely why the SFDA evaluates certification rather than country of origin. GERATI has supplied dental and surgical instruments to distributors and hospital procurement teams in more than 65 countries, operating since 1972 under the PHF Group.
